The proposal addresses growing regulatory pressure, including an August 2026 Supplier Cost and Pricing Transparency memorandum and over a dozen executive directives calling for continuous supply chain mapping. Unclear cost visibility currently contributes to major acquisition programs slipping by an average of 3 years, while government audits have identified over $500 million in questioned costs on sole-source contracts lacking cost data. Furthermore, as the defense sector transitions from specialized Cost Accounting Standards to standard GAAP-based accounting and default fixed-price contracts, contractors require a practical method to share financial records.
Under this federated model, tier-one defense primes publish data via automated pipelines, whereas small and mid-tier vendors enter cost details through validated intake forms. Because the sharing protocols are open-source, government recipients can process cost evidence using existing tools without experiencing vendor lock-in.
